- Replace the Resource Management Act with a law that lets people build without restrictive zoning such as the Metropolitan Urban Limit.
- Let councils issue targeted rates to pay for infrastructure for new housing developments.
- Get councils out of the building consent and inspection business and introduce mandatory private insurance for new housing.

- Housing is a social good and a basic right; all people should have access to secure, affordable and good quality housing.
- Develop a sustainable building strategy, which provides guidance and sets standards for building materials and performance based on life cycle analysis.
- Introduce measures to fairly tax housing and land wealth, such as a capital gains tax on all but the family home, to restrain house prices by limiting speculative investment in property
- Legislate to ensure secure and affordable long-term rental accommodation (e.g. ending no-cause terminations, prohibiting rental bidding, and regulating rental increases).
- Ensure that Kāinga Ora – Homes and Communities has resources to increase its rate of acquisition and building of public houses to meet current and projected need, as well as maintaining and upgrading existing houses.

- Deliver 18,000 additional public and transitional houses by 2024.
- Continue to support first home buyers with First Home Grants and Loans, progressive home ownership and KiwiBuild.

- Remove planning barriers to residential construction, including by replacing the RMA to reduce cost and complexity.
- Regulate property managers to protect landlords and tenants, and continue our progressive homeownership scheme.
- Expand the Healthy Homes initiative for housing basics like heaters, curtains, bedding and floor covering.
- Strengthen healthy home compliance and enforcement efforts by Tenancy Services.

- Passing emergency legislation within 100 days to amend the Resource Management Act (RMA) and require councils to permit more housing.
- Repealing the RMA in our first term and replacing it with new legislation that allows more houses to be built at a faster pace.
- Allowing social housing tenants to buy their homes through a rent-to-own or shared equity scheme.
- Empowering Community Housing Providers to build more social houses by setting aside $1 billion from Kāinga Ora’s borrowing facility for them to access.

- Encourage direct and long-term government participation in the housing market by establishing a Housing Commission to ensure a non-political approach in solving New Zealand’s housing issues
- Continue to encourage the use of New Zealand expertise in prefabricated houses
- Encourage private investment in high quality rental housing through options such as the tax system
- Continue to build more social housing
- Ensure the Resource Management Act is responsive to the needs of housing initiatives and not restricted by bureaucracy
- Provide low cost government funding to local authorities for new elderly persons housing and public rental housing projects through which long term 2% loan finance would be made available
- Continue to implement, develop and refine New Zealand’s Housing Plan
- Align the Residential Tenancy Act 1986 with the Building Code to ensure there is one standard for installation requirements of photo-electric smoke alarms
- Investigate the option of families to capitalize on the Universal Family Benefit as a deposit on their first family home
- Promote and implement innovative housing solutions on Maori title land using relocatable dwellings and appropriate changes to the Building Act
