- Promote collaboration and provide opportunities for enhanced communication between the government, the ICT sector, and ICT users.
- Review software used in the state sector, on an ongoing basis, for security issues.
- Tighten legislation on the circumvention of lawful security measures with the intention of performing an illegal act.
- Develop regulations requiring ICT vendors to disclose security weaknesses in their products in a timely manner so users can take remedial action.
- Prohibit vendors of ICT security services/products from knowingly allowing their services / products to be circumvented.

- Introduce a digital bill of rights to protect on-line rights, modernising our copyright laws and empowering digital citizenship.
- Engage with the wider community to develop a Digital Bill of Rights that will integrate with existing cornerstone legislation such as the Bill of Rights Act, the Crimes Act, the Privacy Act and surveillance legislation.
