- Facilitate the speedy adoption of gambling harm minimisation measures, with an emphasis on pre-harm prevention and public health approaches.
- Support the government moratorium on issuing any new casino venue licences, including expansion of venues or opportunities to gamble within a venue.
- Work towards getting rid of all Class 4 non-casino gambling machines, in the first instance by giving councils the power, in full consultation with local residents, to eliminate pub based pokies from their district.
- Mitigate the impact of ending pub pokie grants to community and voluntary sector organisations, by establishing a transitional fund to be administered through the existing range of Government grant-making bodies, and covering all parts of the sector.
- Review gambling advertising standards, particularly in terms of their impact on children, and establish a fund from the gambling levy to match all gambling advertising with gambling harm prevention public health messages.

- Conduct a thorough review of gambling law, regulation, policy and provision to reduce harm. Examine mechanisms to strengthen the powers of communities and local authorities to determine the extent, location and nature of gambling outlets in their communities.
- Enforce gambling regulation more rigorously and vigorously prosecute where there is real evidence of rorts occurring.
- Ensure that the forthcoming casino licence reviews achieve reductions in gambling related harm.
- Continue the levy on the gambling industry to support comprehensive counselling, intervention and public health gambling services by skilled voluntary agencies
- Support the right of those agencies, and other addiction and health services, to advocate for their clients for better regulation and public health policies.
