- Require all racing codes that use animals to make publicly available the numbers of animals bred, raced, injured, euthanised and re-homed or retired from racing through birth to death reporting.
- Establish an Office for Animal Welfare, which would take responsibility for monitoring animal welfare in the racing sector.
- Disestablish the role of Minister of Racing and place responsibility for all forms of gambling with the Minister of Internal Affairs.
- Place limits on the amount of non-casino gambling machine proceeds which can go to racing purposes, and replace racing stakes with racing infrastructure as a legitimate purpose.

- Pass legislation to stop betting websites that are based offshore avoiding tax in New Zealand and denying revenue to the New Zealand racing industry.
- Act against the leakage from revenue by strengthening gambling legislation that will ensure NZR and the TAB are not disadvantaged by overseas bookies and agencies which are currently accepting bets without tax or industry levies.
- Assist in establishing a Code of Practice for the racing industry, which will be drawn up and agreed upon by all major stakeholders and will link with the current set-up of the Integrity Unit.
- Work with the New Zealand Racing Board, the racing code bodies, governments and international racing bodies to ensure that New Zealand is well-placed to respond to any threats to racing’s revenue and integrity.
- Uphold the position of the New Zealand Racing Board to hold the exclusive rights to racing and sports betting in New Zealand, and for the net proceeds to be returned to sustain New Zealand racing.

- Promoting our racing industry globally to leverage the value offered by the large Australian market and growing market in Asia.
- Passing the Racing Amendment Bill with crossparty support, providing another valuable revenue stream for the industry.
- The Bill seeks to return money to New Zealand racing through information and consumption charges from offshore betting operators. The Bill enables in-race betting and allows the NZRB to offer betting on a wider range of sports.
- Maintaining the best economic environment possible for owners, investors, and the wider industry.
- Starting a conversation on the development of sector infrastructure changes, including the development of an intermediate stakefunding tier.

- Introduce a new (below Premier Meeting) category of meeting where every race will be for $15,000 minimum, with relativity across the codes.
- Racing needs breeding programmes to re-establish New Zealand as a first tier country in racing. That means policies assisting importation of quality mares, and properly using the sire cost write down.
- Enhance employment and export opportunities by working with the industry to improve the international status of New Zealand Group 1 races to attract greater international interest.
- Restore marque racing plans and prize money initiatives in line with New Zealand First policy implementation 2005–2008.
- Continue to support projects and initiatives, e.g. the Racing Safety Development Fund, which enhances all-round safety while improving the quality of facilities in the racing industry.
