- Review the structure and governance of the NZDF.
- Support developing a centre for the training of international peacekeepers in New Zealand.
- Ensure that New Zealand has sufficient capabilities for peacekeeping, search and rescue, disaster relief, fisheries and border control tasks.

- Lead, and implement the findings of, a Cross-Party Review of Civil Defence; and ensure a 24/7/365 day GeoNet warning service, particularly for tsunami monitoring, and that communications are informed and consistent and there is clear co-ordination and chain of command in all emergencies.

- Committed to a comprehensive defence investment plan covering $20b in upgrades out to 2030; and boosting the effectiveness of our intelligence agencies with $299m of extra funding.
- Enhance cooperation with close neighbours like Indonesia by signing new bilateral military agreements so we can share skills, experience and intelligence.
- Support nations on the frontline to combat extremism and terror, for example through our training of Iraqi soldiers to help them combat ISIS; and ensure we have a clear focus and work together on countering violent extremism, reducing the risk of terror attacks here at home.
- Continue rolling purchases of modern weapons and protective equipment; and upgrade our bases and camps.
- Protect New Zealanders and New Zealand businesses from cyberattacks through the work of the CERT NZ, a new cyber security unit that will help respond to online threats, the GCSB’s CORTEX programme and the National Cyber Security Centre.

- Develop a full-spectrum defence force capable of expeditionary warfare and Humanitarian and Disaster Relief (HADR) within New Zealand’s vast Maritime Area of Responsibility (one of the largest on earth).
- Work within the fiscal parameters of the Defence Capability Plan to return offensive capabilities to the Royal New Zealand Air Force and enhance offensive capabilities of the Army and Navy.
- Prioritise combat-trained forces as best able to contribute to national and regional security, United Nations and other peacemaking initiatives.
- Establish a tri-service Cyberwarfare Special Operations Unit.
- Re-establish and expand the Territorial Force of the NZ Army and return it to its regional roots to, among other things, provide bodies of trained personnel to support Civil Defence, Police and other agencies throughout the country.
