- Split funding for 'public good' research and development between base and contestable pools, with the appropriate balance between these pools being the subject of regular review. Base funding would be available only to public sector researchers. Funding for 'blue skies' research, fellowships and industry research would still be on a competitive basis.
- Provide a career for scientists no less secure than that for other similarly qualified professionals in the public sector.
- Research priorities include multi-disciplinary applied social ressearch and environmental, technological and social factors impacting on health and wellness.
- Require Research for Industry, Technology New Zealand, and other grant schemes to use contribution to sustainability as a key criterion in making funds available to support technology development.
- Require environmental education and ethics to be parts of all programs of study, including science education.
