- Enable local communities to request a road design change to address concerns about vehicle speeds and to facilitate safe road crossings, including on state highways.
- Lower maximum permissible speeds in areas of significant pedestrian traffic, such as routes to schools, hospitals and shopping areas
- Provide better rest area facilities and road signs, in areas where fatigue is found to be a major cause of accidents.
- Ensure better coordination between the NZTA, other road controlling authorities, ACC and the police so that safety issues are integrated into land transport planning and management.
- Incorporate into transport planning the Vision Zero goal of zero road deaths for people following the road rules.

- Take decisive action to reduce New Zealand’s increasing road toll. Specific attention will be given to a renewed drive to encourage and enforce seatbelt wearing, expanded use of alcohol interlocks, investigation into roadside drug testing, improving regional and local roads, and increased visitor driver education.
- Ensure funding is provided to improve safety on sections of state highways and local roads that have been identified as problem areas.
- Improve the focus on pedestrian safety by updating our street design standards and provide funding to improve areas where pedestrian safety is seen to be an issue, with a special focus on schools.
- Improve road transport and bus driver regulations around meals and rest breaks.
- Investigate a Safe Rates system for the freight and courier industries, where remuneration levels and methods of contracting are considered as part of the overall safety requirements for drivers.

- Require that foreign licensed drivers be restricted to cars equipped with safety aids.
- Hold rental agencies responsible to vet the driving competence of foreign licensed drivers against an established objective standard.
