- Establish a New Zealand Public Journalism Fund to support public interest journalism and help tell New Zealand stories across a range of platforms.
- Restore Radio New Zealand’s funding, which has been frozen since 2008.

- Transform Radio New Zealand into RNZ+, a truly multi-platform provider dedicated to quality New Zealand programming and journalism, including a free-to-air non-commercial television service.
- Provide $38m a year in additional funding for quality New Zealand programming and journalism, independently apportioned between RNZ+ and NZ On Air.
- Establish a Public Media Funding Commission to oversee funding for RNZ+ and NZOA, including supporting investigative journalism initiatives.
- Create a ten-year strategy to grow the New Zealand screen industry; and continue to review the screen incentive regime to ensure it remains internationally competitive and delivers maximum benefits to New Zealand, including domestic employment opportunities.
- Ensure that content is produced that reflects the diversity of New Zealand today, and provides rich and relevant media resources for multicultural communities.

- Create a new crown entity named the "Public Media Commission of New Zealand" as an umbrella organisation for TVOne/TVOne+1, Radio New Zealand and related online content.
- De-commercialise TVOne and TVOne+1 and separate it from TVNZ’s remaining commercial channels (which would remain an SOE).
- Support community-based television and radio broadcasting by requiring NZ on Air to prioritise regional/community radio and television media among its other priorities.
- Establish a five-year external review cycle for NZ on Air with the purpose of improving processes and funding mechanisms to develop the amount and quality of New Zealand content.
- Work with Netsafe and InternetNZ to address the area of public concern around broadcasting standards especially in relation to violence, obscenities, and pornography (including a rating system for video games).
