- Ensure an adequate number and quality of trained builders and other trades and craftspeople in the building industry.
- Develop on the job apprenticeships and training programmes within Housing New Zealand Corporation.
- Link the expansion of Housing New Zealand Corporation’s building and acquisition programme to local employment and apprenticeship schemes.

- Dole for Apprenticeships policy will subsidise employers to take on around 4,000 young people for on the job training in fields including building and construction.
- Three years free post-school education will see tens of thousands more people study in all fields, including building and construction.
- KiwiBuild is projected to create 5,000 new jobs at its peak.
- Offer a $2,000 Prime Minister’s Vocational Excellence Award for the top Year 12 or 13 student in vocational courses in each public secondary school, as selected by the school.

- Increase the number of qualified Māori and Pacific across the whole construction sector through initiatives such as trades training, and scholarships for Māori and Pacific, to develop their corporate skills in the construction industry with the aim to reach a target of 400,000 new homes by 2045.
