- Introduce a legal age limit of 18 years for personal cannabis use and eliminate penalties for personal cannabis use for people aged 18 years and over.
- Enable registered medical practitioners and specialists to prescribe cannabis products for severely ill patients.
- Define in law the limits on growing cannabis for personal use.
- Ensure it remains an offence to drive while under the influence of cannabis.
- Commercial cultivation and trading of marijuana for profit would remain illegal. (more here)

Indeed, better the profits go to the government then gangs. It's not like cannabis use is ever going to go away, and it's a safer drug then the legal alternatives - especially when consumed without smoking it. Considering a large number of New Zealands use cannabis you'd think legalizing or decriminalizng what people a sensible policy.
