- Enable local communities to request a road design change to address concerns about vehicle speeds and to facilitate safe road crossings, including on state highways.
- Lower maximum permissible speeds in areas of significant pedestrian traffic, such as routes to schools, hospitals, and shopping areas
- Provide better rest area facilities and road signs, in areas where fatigue is found to be a major cause of accidents.
- Ensure better coordination between the NZTA, other road controlling authorities, ACC, and the Police so that safety issues are integrated into land transport planning and management.
- Incorporate into transport planning the Vision Zero goal of zero road deaths for people following the road rules.

More rest areas and all with a toilet yes. More and better road signs yes. At least cut away obscuring foliage so signs can be seen. I use one intersection in Aux where intuitively I'm going South to Hamilton but the Mway access is North with no indication that right lane is needed. Sort out merge like a zip rules so traffic flows better. Have congested left lanes preflagged so cars going through can get into middle or fast lanes. Much could be achieved with a big can of yellow paint stopping lane hoppers. I personally think fines are the wrong solution pull offenders over and make them sit there for 2 hours that might get a real behaviour change.
