- Significantly increase total investment in RS&T and reduce organisational complexity, transaction costs and overheads associated with funding decisions and research delivery.
- Introduce clear ethical investment guidelines for the Government's venture capital funds.
- Change the existing sector-focused and corporatised science model in Crown Research Institutes (CRIs) and universities into one that that enables crossdisciplinary research, focuses on public good and economic transformation, and is more enabling and empowering of science and innovation.

- Update regulations to end the effective ban on genetic engineering (GE) and genetic modification (GM) in New Zealand.
- Establish a dedicated biotech regulator within the Ministry of Business, Innovation and Employment (MBIE).
- Streamline the approvals process for trials and use of non-GE/GM biotechnologies for emissions reduction and other purposes, with the biotech regulator tasked with reducing delays for the safe introduction of biotechnologies into New Zealand.
- Establish a Minister for Space to promote the aerospace industry and deliver a high-performing regulatory regime.
- Establish the Prime Minister's Space Prize to inspire young people to pursue aerospace careers.
- Focus on STEM education and rewrite the school curriculum to include specific requirements for teaching science.
- Welcome high-performing talent from around the world to contribute to the aerospace sector with fast-track visas and specialist skills visas with a pathway to residency
- Establish two dedicated testing zones for space and advanced aviation
- Improve government data procurement and sharing to optimise the use of satellite data across government agencies and reduce duplication.
