- Ensure Maori-led rehabilitation programmes and te reo and tikanga Maori programs are available and actively encouraged throughout the corrections system.
- Require frontline Department of Corrections employees to undergo training to ensure they are responsive to the cultural needs of inmates, including understanding of Tikanga Maori and Te Tiriti O Waitangi.
- Ensure the state always owns and operates the New Zealand corrections facilities, in order to best discharge its moral duties.
