- Increase acquisition and building of state housing units by at least 3000 units a year for the next 3 years.
- Maintain an income related rental policy of 25% of income for Housing New Zealand Corporation tenants.
- Create a legally binding duty on the public sector to ensure housing needs are met.
- Over ten years, at least 5,000 new houses will be available for community housing providers to purchase using progressive ownership
- As an alternative to becoming private landlords, investors will be able to purchase housing bonds from the government. The money raised through housing bonds will be lent to community housing providers to build affordable homes with.

- Build more state houses with money that is currently being taken from Housing New Zealand in dividends.
- Invest in making sure all state houses are warm and dry.
- The eligibility assessment and wait list functions within the Ministry of Social Development will be moved into the new ministry, as will policy functions that are currently within Ministry of Business, Innovation and Employment.
- Take away all responsibilities for the social housing register from the Ministry of Social Development. Housing New Zealand will be a separate entity with sole management of the social housing register.

- Build 30,000 houses over 2018/19 and a further 30,000 houses over 2019- 2022 comprised of a mixture of social housing and apartment housing developments in Auckland and 30,000 houses over three years in other areas of NZ where whānau experience severe housing deprivation.
- Invest in community and iwi led projects to grow the number of social housing developments available for whānau in need.
- Prioritise a $1billion housing fund for innovative housing products to more easily accommodate the specific needs of kaumātua, rangatahi and their whānau and extended whānau.
- Introduce New Community Housing Associations made up of community and mana whenua representatives to purchase and manage state housing stock from Government for social and affordable housing.
- Build state houses in areas of Auckland where there is severe housing deprivation; and invest an additional $20 million into the Whenua Māori Fund to build more papakāinga and marae housing for families and kaumātua right here in Auckland.
